The Demise of the 28-Point Peace Proposal for Ukraine: How Diplomatic Efforts Continue to Falter

Europe felt a moment of respite on Monday, as the diplomatic emergency caused by the announcement of a new 28-point plan for resolving the conflict appeared – momentarily – to have been contained. A Washington representative spoke of "substantial progress" after bilateral negotiations in Geneva. On Monday night, the Kremlin made its countermove: a renewed assault of missile and drone strikes on Kyiv.

The Cycle of Peace Talks and Military Action

The succession of conflicting incidents captured the grim essence of the current period. By day, political struggles are conducted: optimistic declarations are issued from various governments. Considerable effort is expended on restraining specific proposals. By night, Russian leadership forcefully demonstrates the world that, for them, war remains the main instrument for achieving "settlement".

Nocturnal Warfare

As the offensive unfolded into the early hours of Tuesday, the current condition of Ukraine's defenselessness was exposed. Ukraine is equipped to monitor missile launches from across the border, a capability provided through current data. From vantage locations, Ukrainian air force fighter jets that had been scrambled to engage hostile cruise missiles flew past – modern combat jets delivered to Ukraine by NATO members.

Soon thereafter, Kyiv's air-defence systems activated: several firings targeted at a Russian ballistic missile. This was a advanced protection mechanism at work, presumably delivered by partner states. Every firing creates sudden vibrations, rattling buildings. The brief panic quickly becomes resigned acknowledgment: possibly the incoming missile won't strike its target this time, sparing the city from ruin and additional electricity failures.

Persistent Threats

Soon after, a heavy machine gun fired at a drone close by, part of a rapid response unit – probably Western-made equipment. Sadly, the bullets missed the hostile drone – it maintained course toward its target.

Periodically, this carried on until dawn. Kyiv faced the early updates: multiple fatalities, destruction and utility failures in numerous residences as a result of the nocturnal offensive. As typically, everyone still continued their routines – experiencing conflict. But those entire period illustrated Ukraine's critical military reliance on external assistance – a dependence that European nations are evidently unprepared to replace in the short term.

Ineffective Peace Efforts

The detailed framework from Washington provoked deep reactions, controversy and serious worry – and momentarily shifted focus from Ukraine's major integrity crisis in years. Yet, we have experienced comparable situations, after prior negotiation attempts and multilateral gatherings.

Every new proposal from American administration follows the identical sequence: a diplomatic cavalry charge against Ukraine, which Kyiv, with partner nations, succeeds in resisting. They stabilise the situation but never actually secure success. This pattern will, no doubt, endure.

Tactical Assessments

It is convenient to criticize specific actors of persistently promoting Kremlin's demands. But that does not seem to be the whole story. US administration works based on a principle familiar among experienced diplomats: you cannot achieve through diplomacy what you have lost on the battlefield. The White House assumes that it is unfeasible to force Russia to abandon the territory that it presently holds in Ukraine's southern or eastern regions.

The problem is that while acknowledging this situation, US leadership does little to prevent Kremlin actions, through statements or actions, from believing that the situation will not change more in its favour in the coming year.

Opposing Positions

Therefore, Moscow is convinced that time is on his side – that Ukraine and its supporters are coming close to fatigue. Their incentive to sign a deal that does not give them the largest achievable advantage is almost completely absent. There may be numerous efforts to end hostilities, but they will carry on as long as Russia's leader remains supremely confident in the outcome.

On the contrary, Ukraine's government believes that Ukraine can still persist, slowly losing people and territory but preventing a complete military breakdown until situations evolve in its favour.

Current Realities

Objectively, there are no actual prerequisites for a ceasefire. Now, personal considerations are becoming relevant: personal goals to negotiate peace and obtain worldwide acknowledgment, and Ukrainian leadership's dual difficulties – on one hand, not to estrange crucial supporters, and on the other, to mobilize citizens around the country's interests against any proposal Kyiv finds unsuitable, so that their focus does not switch to domestic problems. And although their objective will now be considerably more difficult after latest incidents, it remains very improbable that this will modify their basic position.

These opposing factors are guiding negotiations.

Summary and Prospects

It took a only one week to eliminate the suggested clauses of the most recent proposal. Aggressive and erratic handling of the matter by American leadership, opposition by Ukraine and the remaining European nations, along with pacifying measures of negotiators, and finally, recent disclosures, all did their job.

While new initiatives based on established approaches are imminent, Kyiv, London and other Western governments should draw one fundamental conclusion: Ukraine and Europe will only be able to fend off political attacks from Washington that are founded on Moscow's terms and show specific hesitation to alter the situation, if they maintain solidarity and improve their protective measures at a much faster pace. If they do, no combination of diplomatic or military actions will be able to defeat them. In the meantime, Ukraine's ability to repel nightly air assaults will, for the foreseeable future, largely rely on sustained allied backing.
